Highly recommended: The following CFL/LED dimmers dimmed all the way down to 0%/5% (measured/perceived) in our tests: Lutron Diva DVCL-153P, Lutron Skylark Contour CTCL-153P, Lutron Maestro MACL-153M-IV, and Lutron Ariadni AYCL-153P.
