Recently, the Urban Lighting Management and Maintenance Service Center of the Law Enforcement Bureau of Baoding City, Hebei Province, completed the maintenance of lighting facilities in 2024 as scheduled, and concentrated on rectifying the loss of street lamp facilities caused by long lighting time, large power load, and low temperature, rain and snow weather in winter, to ensure the safe and reliable operation of lighting facilities during this year’s flood season.
The Urban Lighting Management and Maintenance Service Center strictly follows the spring maintenance plan and daily inspections, reasonably arranges the construction schedule, and focuses on key sections to give priority to tackling key problems, so as to improve the quality of spring maintenance and the travel efficiency of citizens.
Centralized maintenance of light pole well box transformers. The high-voltage monitoring center conducts a full-scale inspection of the box transformers and water level monitors of the base stations and water accumulation points, cleans and repairs 324 base stations, debugs 20 water level monitors, and paints 17 transformers, etc., with a coverage rate of 100%; Tiedong and Tiexi maintenance stations have repaired and handled more than 7,000 power wells, with a coverage rate of 46.1% of the total power wells, exceeding the target by 16.1%. The average lighting rate in the first half of the year reached 99.46%, exceeding the provincial standard by 1.46%.
Carry out grounding resistance detection of lighting facilities. Rain and snow soaking causes great loss to street light lines. In order to prevent leakage accidents, the grassroots units of urban lighting management and maintenance take the spring maintenance as an opportunity to conduct corresponding grounding resistance detection on street light transformers, distribution boxes, lamp pole facilities, lamps, etc., especially focusing on areas susceptible to waterlogging. For lamp poles that do not meet the grounding standards, take corresponding measures in time to avoid safety hazards caused by lamp pole leakage. At the same time, check whether the door of the street light control box is locked to prevent electric shock when it is opened by itself, and comprehensively check whether the lamp pole is leaking electricity to eliminate safety hazards.
Night patrol and day repair to ensure operation. Implement the night division and group inspection system, promptly feedback problems found during the inspection, make daytime maintenance plans and implement maintenance tasks, so that “night patrol and daytime repair” become the normal working routine. The grid management mode of strong inspection and heavy maintenance is adopted on a daily basis to effectively manage illegal connections and illegal advertisements, ensuring that the intact rate of facilities reaches 97.12%, which exceeds the provincial standard by 7.12%. From January to the end of May, the inspection team cleaned up more than 6,800 small advertisements and debris on lamp poles, cleaned up more than 80 waste road flags, and notified the property rights unit to deal with the crooked, reversed, and irregular road flags. 433 single-lamp extinguishing and 116 large-scale extinguishing were checked to ensure the safe operation of street lamp facilities and create safe and stable urban lighting.
Highlight the main business of maintenance and improve the resilience of lighting. Daily maintenance is refined and detailed. 1,293 sodium bulbs, 312 LED lamp heads, and 477 ballasts were replaced. 132 cable faults and 387 line faults were checked and repaired, which comprehensively improved the operating efficiency of lighting facilities and eliminated potential safety hazards.
As the main flood season approaches, the rainfall in Baoding will increase significantly, which will not only cause inconvenience to citizens’ travel, but also bring severe challenges to the safe and efficient operation of street lighting facilities. The Urban Lighting Management and Service Center will continue to pay attention to weather changes, strengthen the inspection and maintenance of lighting facilities, improve the quality and management level of urban lighting, properly respond to extreme weather, continue to strengthen the safety inspection and maintenance of street lighting facilities, and promptly discover and solve problems that arise, so as to ensure the normal operation of street lighting during the flood prevention period and ensure the safe operation of urban lighting facilities.
