15th march this year, the Jiangsu Provincial Department of Housing and Urban-Rural Development issued the “Key Points for Provincial Urban Construction Work in 2019”, which includes the organization and compilation of the “Guide to the Construction of Smart Lighting Poles for Urban Lighting” to guide the orderly application of multifunctional applications for street lighting poles.

On December 17, the “Guide to the Construction of Smart Lighting Poles for Urban Lighting” (hereinafter referred to as the “Guide”) was officially released for implementation, mainly to actively and orderly promote the comprehensive utilization of urban lighting poles in Jiangsu Province and strive to create a response to the construction of smart cities. “Smart light poles”, in-depth standardize and guide the planning, construction and operation and maintenance of smart light poles, beautify urban road environment, optimize urban space structure, reasonable operation, and maintenance costs, and promote high-quality urban development.

The guideline specifies the requirements for the overall planning and design of urban lighting smart poles, poles and lamps, mounting equipment, platforms, gateways and communications, layout and power supply, construction and acceptance, operation and maintenance. It is suitable for the establishment, planning, design, construction, acceptance, operation, and maintenance of smart lighting poles for urban lighting in Jiangsu Province.

The main functions of smart light poles include intelligent lighting, video surveillance, traffic instructions, traffic monitoring, environmental/meteorological monitoring, 5G communication, information release, public broadcasting, public, emergency help, information interaction, and charging services.

The guide shows that smart light poles should include poles, equipment bays, smart lamps, mounting equipment, and supporting facilities. The mounting equipment and carrying functions should be selected according to local needs and application scenarios.

Among them, smart lamps include LED lamps and single-lamp controllers, which can achieve remote centralized management and single-lamp control, dimming, and support the lamp’s operating status and power monitoring, fault alarm. LED lamps should meet the following requirements:

A) The safety of LED lamps should meet the relevant regulations in GB / T 7000.1 and GB / T7000.203;

B) b) The engineering design shall comply with the relevant regulations in CJJ 45, “Guidelines for the Application of Road Lighting LEDs in Jiangsu Province”;

C) c) The performance of LED lamps should meet the relevant regulations in GB / T 31832, GB / T 24827, GB / T 31897.1, GB / T 31897.201.

Mounted devices include, but are not limited to, the following functional devices: video cameras, traffic instruction equipment, traffic monitoring equipment, environmental / weather sensors, 5G base stations, LED displays, network sound columns, wireless WiFi, one-touch calling devices, information touch screens, charging Pile, etc.

Among them, the information display screen of the smart light pole should choose an outdoor LED full-color display, which is mainly composed of SMD small-pitch LED display module, power supply, controller and cabinet, which are divided into the single-sided screen and double-sided screen. The pixel center spacing of the outdoor LED display should be P3, P4 or P5, and connected to the smart light pole gateway through the RJ-45 network port. The center height of the LED display installation should not exceed one-half of the height of the smart light pole, and the bottom end should be greater than 2.2m above the ground.

The LED display should comply with the relevant regulations in SJ / T 11141, and its main parameters are as follows: a) Power supply: 220V AC; b) Peak power consumption: ≤1000w (single-sided); c) Weight: ≤50kg (single-sided); d) Display size: ≤800 × 1600mm, can be customized; e) Brightness: ≥5000cd / m2, and can be automatically adjusted according to ambient light.
