The HDB Green Towns Program is a 10-year plan to make HDB towns more sustainable and liveable by 2030. The Green Towns Program aims to reduce HDB energy consumption by 15% by 2030 compared to 2020 levels.

For solar photovoltaic (PV) systems on HDB rooftops, suppliers are responsible for financing, installation, operation and maintenance, and town councils (TCs) do not bear any costs. The solar energy generated is used first for public electricity services in HDB residential areas, such as elevators and lighting. Excess solar energy will be fed into the grid. Under this operating model, town councils may reduce electricity bills because some public services will be powered by solar energy.

HDB is also working with town councils to gradually install smart LED lighting in existing residential areas, which can further reduce energy consumption by up to 60% compared to traditional LED lighting. Town councils will bear the fixed costs, maintenance costs, and repair or replacement costs of lighting.

Electric vehicle (EV) charging points are being gradually deployed in HDB car parks. EV charging operators bear the costs of installing and maintaining EV chargers, which are recovered directly from EV charger users, not the town council.

Green Towns Scheme initiatives, such as the conversion of rooftop solar panels and smart LED lighting, not only make our towns more sustainable, but also help reduce electricity bills for town councils.

Each town council is responsible for managing its overall revenue and expenditure and reviews services and utility charges from time to time as necessary to achieve long-term financial sustainability.
