Standards for LED lighting products to enter the Vietnamese market

From January 1, 2020, Vietnam has begun to enforce the energy efficiency labeling program for LED lighting products.

Standards for LED lighting products to enter the Vietnamese market

According to Resolution No. 04/2017/QD-TTg Decision of the Ministry of Industry and Trade (MOIT) of Vietnam, LED lights are included in the control of Vietnam’s energy efficiency regulations. Energy efficiency labels can only be applied after meeting the minimum energy efficiency standards and obtaining the energy efficiency declaration DoC. Sold to the Vietnamese market, the mandatory implementation date is January 1, 2020.

Applicable regulations:

1. Decision No.04/2017/QD-TTg: Comply with the provisions of the equipment list of Vietnam energy efficiency regulations;

2.Circular 36/2016/TT-BCT: According to the requirements of the conformity declaration procedure and required documents of the Vietnam National Energy Efficiency Plan (VNEEP);

3. Decision No. 4889/QD-BCT: The official announcement and guideline for applying MEPS standard for LED lighting.

standard test:

1. TCVN 11843: 2017-Test methods for LED bulbs, LED lamps and LED modules;

2. TCVN 11844: 2017 – Energy efficiency of LED lighting products.

Note: In the initial stage of mandatory, MEPS and EE DoC are only mandatory for LED lamps with E27 and B22 self-ballasted LED bulbs and G5 and G13 double-headed LED tubes with a maximum power of 60W and a nominal voltage not exceeding 250V. The MEPS implementation roadmap for other products (LED illuminators, LED modules, etc.) will be released by MOIT in the future. You can also apply for voluntary energy efficiency label certification.

DoC procedure application documents:

1. Vietnam Energy Efficiency Declaration of Conformity (DoC);

2. Energy efficiency test report;

3. Energy label design.

Note: The certificate holder is only allowed to use the Vietnamese energy efficiency label after completing the DoC procedure.

Energy efficiency label style of lighting products:

From June 1, 2020, Vietnam will start the safety and EMC control of LED lighting products, and enforce CR Mark.

In September 2019, the Ministry of Science and Technology (MOST) of Vietnam issued Circular No.08/2019/TT-BKHCN, which approved the technical regulations QCVN19: 2019/BKHCN for the safety and EMC requirements of LED lighting products, and implemented CR Mark certification.

Implementation schedule:

From June 1, 2020, domestic and imported LED lights must meet safety and electromagnetic interference (EMI) requirements (QCVN19: 2019/BKHCN Section 2.1.2; 2.1.3 and 2.2.1);

From June 1, 2021, domestic and imported LED lights must meet all the requirements of QCVN19: 2019/BKHCN: including safety, EMI and EMS;

Individuals and companies are encouraged to apply for the certification of LED lights voluntarily according to QCVN19: 2019 / BKHCN from December 31, 2019.
