The project will be designed by American lighting artist Leo Villareal and London architect Lifschutz Davidson Sandilands, who demonstrated their lighting solutions in 2016 and won an international competition to defeat 105 entries worldwide.

The team's concept uses the latest LED technology, and the design is softer than current decorative lighting. The project is expected to reduce existing energy consumption by 50% and reduce future maintenance costs.

The cost of the project is about 20 million pounds (about 176.6 million yuan), while the "illuminated river project" has been raised through trusts and philanthropists, and work will begin in phases between 2019 and 2022.

Chris Hayward, chairman of the City of London Planning and Transportation Committee, said the project is one of the world's largest free public art facilities and he is pleased that the project is about to be realized.
