1. Basic situation

(1) Overview of random inspections. This time, 430 batches of products produced by 424 companies were randomly checked, involving three types of lighting sources and lighting products, including fixed general-purpose lamps, self-ballasted LED lamps, and LED control devices. Spot checks found that 34 batches of products were unqualified (see the attachment for details), and the unqualified discovery rate was 7.9%.

(2) Follow up and spot checks. In this follow-up and spot check, 3 unqualified enterprises were found last time, and no unqualified enterprises were found in this spot check.

2. Analysis of spot check results

(1) The unqualified discovery rate of fixed general-purpose lamps was 6.8%. This time, 220 batches of fixed general-purpose lighting products produced by 220 enterprises in 12 provinces (cities) were randomly checked, and 15 batches of products were found to be unqualified. In the past three years, the unqualified discovery rates of this product were 5.8%, 2.5%, and 6.8%, respectively.

This spot check focuses on 8 items such as structure, external wiring and internal wiring, protection against electric shock, durability test, heat resistance, fire resistance and tracking resistance, disturbance voltage (power terminal), radiated electromagnetic disturbance, and harmonic current limit. After inspection, except for the external wiring, internal wiring, and durability test, all other items were found to be unqualified. According to the analysis of technical institutions, the main reasons for the failure are: first, the enterprise has insufficient understanding of the standard requirements of GB 7000.1-2015 "Lighting Part 1: General Requirements and Tests", and the product structure design is unreasonable; second, in the production process of the enterprise, the quality control of insulating material and control device components is not in place.

In this key spot inspection, 129 batches of products produced by 129 enterprises in Guangdong Province in the industrial agglomeration area were inspected, accounting for 58.6% of the total number of inspection batches.

(2) The unqualified discovery rate of self-ballasted LED lamps was 15.1%. This time, 73 batches of self-ballasted LED lamp products produced by 73 enterprises in 7 provinces (cities) were randomly checked, and 11 batches of products were found to be unqualified. . In the past three years, the unqualified discovery rates of this product were 3.3%, 5.0%, and 15.1%, respectively.

The spot check focused on 7 items including interchangeability, protection against accidental contact with live parts, insulation resistance and dielectric strength after wet treatment, mechanical strength, heat resistance, fire and flame resistance, and harmonic current limits. This time, we focused on sampling inspections of production enterprises in two industrial agglomeration areas in Guangdong Province and Zhejiang Province, and inspected 49 batches and 12 batches of products respectively. The unqualified detection rates were 16.3% and 25.0% respectively.

(3) The unqualified discovery rate of LED control devices was 5.8%. This time, 137 batches of LED control device products produced by 131 enterprises in 10 provinces (municipalities) were randomly checked, and 8 batches of products were found to be unqualified. In the past three years, the unqualified discovery rates of this product were 0%, 1.5%, and 5.8%, respectively.

This spot check focuses on 10 items including measures to prevent accidental contact with live parts, protective grounding device, moisture-proof and insulation, dielectric strength, abnormal state, structure, etc. The unqualified items involve measures to prevent accidental contact with live parts, dielectric Strength, abnormal state, heat resistance, fire resistance and tracking resistance, special supplementary requirements for self-contained safety extra-low voltage DC or AC electronic control devices for LED modules. According to the analysis of the technical organization, the main reasons for the failure are: first, the enterprise does not understand the product standard requirements in place, and the product circuit wiring design is unreasonable; second, the enterprise quality control is not strict, and the factory inspection is not strictly carried out according to the standard requirements.

In this key spot inspection, 90 batches of products from 88 production enterprises in Guangdong Province in the industrial agglomeration area were inspected, accounting for 65.7% of the total number of inspection batches. Six batches of products were found to be unqualified, and the unqualified discovery rate was 6.7%.
