In 2021, the State Council issued the "Action Plan for Peak Carbon Reduction by 2030," which requires the implementation of urban energy conservation and carbon reduction projects, including energy-saving upgrades and renovations of infrastructure such as buildings, transportation, lighting, and heating, promoting the demonstration and application of advanced green building technologies, and driving the improvement of comprehensive urban energy efficiency.

In response to the concept of green and low-carbon development, and to improve urban lighting quality, reduce energy consumption, and improve management efficiency, Jiajiang County has vigorously promoted smart streetlight energy-saving upgrades this year. Through energy-saving renovations and intelligent management, "green lighting" illuminates a low-carbon lifestyle.

Recently, reporters saw construction workers busily and orderly dismantling old light fixtures and installing smart streetlights at the construction site on Yingchun East Road. In March of this year, Jiajiang County, Leshan City, Sichuan Province, began implementing a smart energy-saving upgrade and renovation project for streetlights under a performance contracting system. This project involved energy-saving renovations of 6,693 streetlights throughout the county. The renovations included building a smart streetlight management information platform, replacing the original sodium lamp light sources with LED light sources, and installing individual lamp controllers and a centralized controller. Each streetlight and control box was numbered, coded, and precisely located, enabling point-to-point precise control, dimming, and intelligent on/off switching of streetlights along different road sections. The system can also promptly handle malfunctions, equipping each streetlight with a "smart brain" to maximize energy conservation and reduce consumption while meeting the travel needs of citizens.

"By assigning unique codes to each streetlight pole, citizens can easily report malfunctioning streetlights by scanning QR codes. The reporting process is simple, fast, convenient, and efficient, allowing citizens to easily participate in streetlight maintenance. The pole codes also enable relevant departments to quickly locate citizens and address their urgent needs," Xi Lei, deputy director of the Jiajiang County Municipal Construction Service Center, told reporters. He added that after the upgrade, the lighting effect on 160 roads in the urban area will be significantly improved, increasing residents' sense of security at night, increasing drivers' visibility, and greatly contributing to a reduction in traffic accident rates.

"In the context of promoting green and low-carbon development, the application of intelligent single-lamp controllers is particularly important. Previously, it was only possible to remotely manage the lights of one street or section of road at a time. Now, based on actual conditions or citizens' needs, the brightness level of each streetlight can be precisely adjusted and controlled by area and time," Xi Lei told reporters. This avoids inefficient one-size-fits-all management, significantly improves the precision of control, and also achieves green energy conservation. The application of intelligent single-lamp controllers makes lighting management more intelligent and automated. The intelligent single-lamp controller can monitor the working status of streetlights in real time, including brightness and on/off status, and upload the data to a professional management platform. This intelligent management method not only improves work efficiency but also reduces labor costs. Furthermore, during the late-night hours when traffic is light, it implements an alternating lighting pattern and a multi-stage dimming strategy. Through these measures, the intelligent single-lamp controller significantly reduces streetlight energy consumption and improves energy efficiency. The implementation of the intelligent single-lamp controller not only improves lighting management efficiency, optimizes energy utilization efficiency, and promotes green and low-carbon development, but also enhances the quality of public services.
