Using grassroots grid management methods, the county conducted on-site inspections and home visits to accurately assess road conditions, population distribution, and lighting needs across towns and villages. This data informed the development of the Implementation Plan for the "Four Good Rural Roads" and "Light Up the Countryside" Project in Raoping County and the creation of a project library. Solar streetlights have been installed in phases on national highways, provincial roads, county roads, and major rural roads, with a particular focus on meeting the needs of vulnerable groups such as disabled and elderly households. This ensures the project benefits the most urgent cases and covers the widest possible area.

2. Clarify Construction Standards and Ensure Quality Control

The project emphasizes standardized construction, with detailed specifications for illumination, pole height, spacing, wind resistance, and seismic resilience. Construction procedures and practices have been standardized, and qualified contractors were selected through a competitive bidding process to ensure high-quality installation. A four-tier supervision system involving functional departments, local townships, enterprises, and the public has been established. Professional technicians from the county transportation department provide on-site guidance, while local townships mobilize veteran cadres, party members, and volunteers to monitor progress and quality. This comprehensive oversight ensures the project is executed in a standardized and orderly manner.

3. Adapt to Local Conditions and Ensure Quality Assurance

The initiative aligns closely with the "Hundred Million Project's" efforts to build model towns and villages. With an investment of 130 million yuan, the "Light Up the Countryside" project has improved 175 road sections spanning 739.47 kilometers, enhancing the quality of life in these areas. Embracing green development principles, the project exclusively uses solar-powered LED streetlights, which are environmentally friendly and energy-efficient. Additionally, lamp posts featuring thematic elements such as grassroots party building, rural revitalization, and cultural practices have been installed to enrich the local cultural atmosphere. To support rural leisure tourism, the project integrates natural landscapes like Tangxi Reservoir and Pingxi Tea Area with cultural landmarks such as Daoyun Tower and the Maozhi Conference Memorial Hall. By creating themed lighting belts along roads connecting these attractions, the county is accelerating the development of a night lighting system tailored to rural and suburban tourism.
