With the completion of the rural lighting project, a micro-project focused on public welfare, over 100 streetlights in Wanshi Town have been renovated and upgraded, covering 16 villages and communities, benefiting over 12,000 residents.

At the end of last year, Yang Shenghua, a representative of the Wanshi Town People's Congress, received numerous complaints from residents while meeting at the town's People's Congress Representative Liaison Center: "The lighting on the roads around our village is a bit dim at night, and some sections are pitch black, posing a significant safety hazard." This concern caught Yang's attention, and he visited the roads most frequently complained about several times, conducting on-site inspections and strengthening field visits to listen to and record the opinions and suggestions of the public.

"After visiting, I felt that the lighting on some sections of the town's roads was indeed rather dim. Furthermore, the surrounding villages are mostly inhabited by the elderly and children. I felt that repairs and upgrades were essential." Yang Shenghua carefully reviewed the findings and promptly reported them to the Wanshi Town People's Congress. The town People's Congress presidium quickly organized representatives from the district and town levels, forming 16 representative groups to conduct town-wide special research on rural lighting and identify underlit sections. Simultaneously, through both online and offline channels, the representative groups solicited public opinion from villages and communities, gathering 26 suggestions for streetlight upgrades. After compiling these suggestions, several representatives jointly drafted a proposal for implementing a "three-step" street light upgrade plan to increase brightness, improve energy efficiency, and enhance line stability, which was submitted to the town People's Congress.

To expedite the lighting renovation, the town People's Congress Presidium decided to include the project in its "People's Livelihood Micro-Projects" program, implementing it according to the principle of "immediate implementation and effective execution." They immediately conducted preliminary research and evaluation with relevant town government departments, confirming that the project met policy guidelines and requirements and met the necessary conditions for implementation. Ultimately, the Presidium submitted the proposal to a meeting of the town leadership team, which, upon approval, officially designated it as Wanshi Town's first People's Livelihood Micro-Project for 2025.

After the project launched, the Wanshi Town People's Congress allocated 68,000 yuan from a special reserve fund for "People's Livelihood Micro-Projects" to ensure its continued success, and implemented a novel "three synchronizations" mechanism to expedite its implementation.
