According to the provisions of 5.1.1 and 6.3.4 of the “Standards for the Design of Nursery Schools and Kindergartens” (JGJ39-2016), the direct natural lighting, lighting coefficient, window area ratio and illuminance standard value of the children's activity room of the child care institution. Conduct a random inspection. Take the county (district) as the unit, and conduct random sampling according to at least 5% of the total number of kindergartens holding the park permit in the jurisdiction, but the minimum is not less than 5, and all of the less than 5 are sampled.

Off-campus training institution

Refer to the "Standards for Lighting and Lighting in Primary and Secondary Schools" (GB7793-2010) and "Design Standards for Primary and Secondary Schools" (GB50099-2011) on the lighting requirements of classrooms and the lighting requirements of classrooms, and the direction of lighting in classrooms (teaching places) of off-campus training institutions. , lighting factor, window area ratio, anti-glare measures, indoor surface reflectance and installation of artificial lighting, classroom illuminance, blackboard illumination, lighting power density and other conditions for sampling. Take the county (district) as the unit, and conduct random sampling according to at least 5% of the total number of off-campus training institutions with school licenses in the jurisdiction, but the minimum is not less than 5, and all of the less than 5 are sampled.

The lighting and lighting sampling of the school classrooms shall be carried out in accordance with the 2019 Public Health Sichuan Provincial Randomized Supervision and Sampling Plan, and shall be carried out in accordance with the “Standards for Lighting and Lighting in Primary and Secondary Schools” (GB7793-2010) and the Design Specification for Primary and Secondary Schools (GB50099-2011). It is understood that in order to ensure that the sampling inspection work is in place, the Sichuan Provincial Health and Health Committee and the Sichuan Provincial Department of Education issued the "Notice on Launching the "Double Random" Sampling Work for Nursery Institutions, Off-Campus Training Institutions, and School Lighting in 2019 (hereinafter referred to as "Notice"). The "Notice" requires that all localities should establish a coordination mechanism between the health and health administrative departments and the education administrative departments, clarify the division of labor, and form a joint effort. The local health and health administrative departments shall select the sampling personnel, the inspected child care institutions and the off-campus training institutions in a “double random” manner to carry out tests and record the results.

At the same time, local health and health administrative departments should strengthen measures to ensure the quality of sampling inspection, and the results of random inspections should be notified to the education department at the same level in a timely manner. The education administrative department shall supervise and promote the lighting conditions of classrooms (teaching places) in schools that do not meet the standards, child care institutions, and off-campus training institutions. The local health and health administrative departments and the educational administrative departments shall jointly analyze and judge the results of the sampling inspections, and do a good job in publishing the inspection information of the districts.
