The Keelung City Government has compiled a budget of 32 million RMB in the past two years to replace T5, T8, and T9 fluorescent lamps, and replace 24,394 lamps in schools affiliated to the city to LED lamps. The purchase of lamps and tubes complies with CNS regulations and has TAF-approved luminous efficiency and energy-saving labels. She mentioned that after the classrooms are replaced with LED lamps, It can avoid glare and increase the illuminance, reduce the rate of poor eyesight of students, and it will be easier for the school to repair and replace in the future. It can even achieve energy saving, power saving, and carbon reduction.

The Education Department added that according to statistics, the proportion of myopic population in Taiwan is the highest in the world. There are 9 out of 10 people with myopia, and there are nearly one million children with myopia. This is already a major health issue for Taiwanese. Research has found that it induces myopia. One of the important factors is poor lighting. This time the campus replaces lamps, the classroom and blackboard illuminance can reach 500lux and 750lux respectively, which will effectively reduce the incidence of school children's myopia.

In addition, the Education Department mentioned that if the number of groups replaced in the city and the school’s electricity fee are calculated at 3.52 per kilowatt-hour, the original use of traditional lamps and lanterns of 30W for 8 hours a day will cost about 2.18160 kilowatt-hours a year and the electricity bill will be about 7.42 million RMB. According to the latest data from the Ministry of Energy Bureau in 2017, every kilowatt-hour of electricity will produce 0.554 kg of carbon dioxide, and carbon emissions will be about 1.16920 kg of carbon dioxide.

However, after switching to LED lamps, the city's schools can save about 3.71 million RMB in electricity bills each year, and electricity bills can be reduced by about 50%; carbon emissions can also be reduced to 583,960 kilograms of carbon dioxide, which is also reduced by 50%. The Department of Education emphasized that while the power generation method and energy cost are being debated, the use of energy-saving electricity facilities is not only expected to be beneficial, but also easy to implement.
